Received a quote for master meters, still waiting for quotes from a couple other companies. $5100 per meter per well. Discussion over age of current meters. Decision made to gather other quotes. Trustees need to be shown what to do at the wells, Trustee Roberts will take other members out and show them what needs to be done at the wells.
Dinsmore: We need to schedule a workshop. Also, should have a special meeting to keep in touch with what is happening around town and with each other.
County is taking water from the hydrant across the street. That hydrant is not metered, do not know how much they are taking. Discussion over County taking water and placing a meter on that hydrant. Decision made that Davida would get ahold of Seth Salzbrenner and Heath Rusher to have an amount given to her monthly on the 25th when she is billing.
Davida: Tuesday, August 21st, 2020 need to leave at 1:00 pm. Decision made it is ok.
Received a 2020-2023 Colorado Strategic Transportation Safety Plan. 134-pages would anyone like a copy to go over. Decision made that Trustee Roberts should have a copy.
Received a letter from DOLA in regard to our Mill Levy Tax. Sent to Kyle Logan, he stated that we have two options: 1) have an election and ask to keep the excess or 2) reduce the property tax mill levy for next year. Discussion over tax levy. Decision made that Davida would stay on top of it and keep Mayor Dinsmore informed.
Cookout for the workers on September 8, 2020. Trustee Thibault still be able to get grill and meat. No discussion. Decision made that Thibault will be able to get it all.
JR’s Country Store is discontinuing service with us as of August 31, 2020. Discussion over continuing service or discontinuing. Discussion over prices in the area. Decision made to let their service end.
Dianna Henderson contacted office, she stated she is not going pay her final bill. She stated she called the end of June, however Andrea had down that she called on July 20th, the day the work order was created, the work was completed on July 21st. Discussion over account. Decision made that she can be submitted to collections if she is refusing to pay.
Person from La Junta has two businesses, 1) Antelope Estates, 2) Otero Estates, They would like to know if we can make a deal for 20 to 25 totes. Discussion over prices. Motion to offer $24.00 per tote made by Willis, 2nd by Hijar, motion carried.
Applications: Steven Gill submitted another one, Oscar Collins submitted one in June brought that one as well. No discussion. No decision.

Wallace Oil Company is closing our account and sending us to their sister company Bud’s Propane in Fowler. Discussion over keeping the bill or purchasing tank. Decision made that Davida would find out if we can purchase tank from Wallace Oil.
Sheila Henry from Rocky Ford Daily Gazette asked if we would like to pay a one-time fee of $10 for Jason Hernandez. Discussion over advertisements. Decision made not this time.
Quotes from Larry and Nick for tires for the dodge and trailer. Dodge: 4 tires = $534.26, trailer: 2 tires = $51.82 those are from Larry. Nick- Dodge: 4 tires = $500.00, Trailer: 2 tires = $200.00. Discussion over quotes. Decision made to get quote from Absolute Tire.
Customer owns own 3-yard dumpster, would like to know what we can do since she owns her own. Discussion over prices. Decision made to add dumpsters owned by person to workshop.
Jeff Miller sent a link for the new website. He is still needing content for the pages. Discussion over website. Decision made to have photos taken at next meeting for website.
Sheila Carpenter has taken several photos of wildlife surrounding Sugar City. Discussion over putting wildlife photos on the website. Decision made to submit the photos for the website.
The Town of Sugar City has been officially converted to Tier One Membership.
Pre-trip Inspection Checklist: Truck 7 states that power steering leaks, there is a leak under the truck, doors are warped, grill broken. Truck 6 stated that it needs a fire extinguisher and when it gets hot it goes into limp mode. Truck 5 stated that the right inner dual tire the re-tread is coming off. Discussion over all three trucks. No decision made.
CML Policy committee sent a paper stating that if Sugar City would like to make any legislative or policy proposals then the committee will consider. No discussion. No decision.
JJ Keller is saying that these are mandatory labor law posters. Discussion over labor law posters. Decision made that Davida will look and see if we need to update posters.
Trash route sheets: getting them back without being in order, which would be nice if our driver is not at work. Could we get the driver to put them in order? Patrick has completed his and it works great. Have several work orders that could have been completed but are still waiting. This is the current list of customers still waiting on dumpsters. Discussion over doing routes sheets and work orders. Decision made that Trustee Massey will have a meeting with them in regard to route sheets and work orders.
Trash Routes: How much longer are we going to employ Juan for the route sheets. Discussion over route sheets. Decision made that the work for Juan should be done by Friday.
Eve Bretschneider: Contacted a lady by the name of Doris Gunky and she is going to help with the trap, neuter, and release. There is someone here in Sugar City killing cats with antifreeze. There have been two I found in my yard. On Colorado, Martinez her cat died, took to the vet and it had antifreeze in its system. Found a container of antifreeze in the old bar about a month ago. Gave it to Luis and he said he would dispose of it.
Eve Bretschneider: Person from town stated that the council was going to require a person with cats to get a permit. What type of cat are you going to require having the permit: stray, indoor, outdoor, indoor/outdoor? No discussion.
Tuesday: Former Mayor Betty Bruch contacted me and said that there was an election last time we had a marijuana store. That there was something passed stating you cannot open a store like that here in Sugar City. Discussion over ordinance and election. Decision made there is nothing stating the Town cannot open a marijuana store.
Several vacant lots in town: consider purchasing two adjoining lots and build a windmill or solar panels and have a sub-station to save the town on power. Discussion over having sub-station. Decision made that the town is going to look into that next year.
Have a marijuana store in town. I am allergic to the smell of all illegal substances. The only option that you are leaving me is to stay inside my house. Discussion over travelers coming and purchasing. No decision made.
In the last year and a half: someone has tried to break into my house twice, both times unsuccessful. They also broke into my garage once successfully and once unsuccessfully. With the ramp people think that I am handicapped and want the medication that might be subscribed to me.
Tracy Reece: Have multiple projects going on at my place and I would like a variance till next year, to stop the harassment.
Arrived tonight and was served a ticket. I am trying to alleviate problems with my neighbor. Would like if you could give me a break when you see that I am making an effort. I would like to request a variance till the end of the year for the debris. Willis: Granted you a variance almost three years ago for the fence and that is still going on. Discussion over trench on property. Discussion over the safety to citizens. Decision made that she will rope off her trench this weekend. Reece: That is not all my fault; I am waiting on the contractors to come and finish.
Complaints about dogs barking, are not my dogs barking. Discussion over dogs barking.
Court case with Joe Rawski; went to court date, he never showed, and they dismissed everything. That just helps prove harassment.
The dumpster only gets dumped once a week, last week they were told not to dump it. Davida: Tracy that is not true, the driver called me from your house last week and stated that there was logs in there that are larger than we take. He stated that he was not dumping it. Tracy: Was there Nate? Dinsmore: Those had been removed before I got there.
Could I have my variance? Discussion over the variance and how long since the land has had the trench. Sam Vigil: Let her take fill the paperwork out and table it till the next meeting. Discussion over her getting the variance. Decision made to table till next meeting.
Vacant Lots: Get some of the vacant properties cleaned up and put it on the tax rolls. Discussion over vacant lots that need work completed. Motion to get vacant lots cleaned up and assess them on taxes made by Willis, 2nd by Roberts, motion carried.
Mike Thibault: Proposing/negotiating to reopen the bar next door. Discussion over opening a bar. Decision made that Mike can go ahead and work on reopening a bar.
BILLS Motion to pay the bills in the amount of $14,545.51 made by Willis, 2nd by Schiro, motion carried.
Dinsmore: Have the workshop before the next meeting at 6 pm. Discussion over workshop. Decision made to have the workshop on September 2, 2020 at 6:00 pm.
Hijar: Get a report that is a single page that has the expenses and income on it. Discussion over expenses report and income report. Decision made that Davida will get the report.
Thibault: No Comment
Roberts: Well house being done in tin, to save on paint. Get Bob Dunagan to do the work. No discussion.
Willis: Council members do their fair share, keep our properties clean, to help keep Sugar City looking good.
Schiro: No Comment
Massey: Just want to schedule a workshop.
Tony Moreland: What happened to the worker that was extremely rude? Was he written up? Massey: I gave him a verbal warning.
Sam Vigil: Medina litigation in county court, they have been dismissed. Their attorney has notified me that they are going to file a Rule 105 Declaration in district court. This is to determine weather they have water rights. The attorney will include the Town in the lawsuit if we cannot come up with an agreement outside of that. The agreement that is asked is that The Town will adhere to any ruling the court makes, if the Medina’s have rights to the pipeline and that water, that we will adhere to that. Two, that the reinstallation of the meter, we would reinstall the meter. Three, What the cost would be for the town to do so. Sounds like they want the town to install the meter at the same cost. If the town agrees to those three things, they will not include us in the lawsuit. Discussion over installation of tap at the same cost of $250. Decision made to have Mr. Vigil contact Medina’s attorney to let know that we will install at same cost.
