MINUTES: Motion to approve minutes dated 09/02/2020 made by Wills, 2nd by Schiro, motion carried. Hijar abstaining.
Motion to adjust agenda, Cindy Karle before executive session, remove ordinance 323 and add Resolution 503 and Resolution 504 to new business made by Willis, 2nd by Schiro, motion carried.
Work for a municipality, understands what needs to be done.
Complaint about employee for Code Enforcement officer. Picking on my family. My property is the cleanest on the west side of town. Code enforcement officer is harassing my daughter. If any thing he needs to focus on the house across from me both directions. Asking why she is at my house, why she doesn’t have dog registered here. She registered her dog in Ordway, where she lives. If you don’t do something to stop this I will proceed with legal counsel. Check with your insurance provider to make sure you can afford this. Council: We will look into this and get it handled.
Does the Town have a noise ordinance? Mayor: 10 pm. Discussion over noise occurring after the ordinance should take effect. Decision made that Davida would contact Judge Manley in regard to noise ordinance.
Last item: Your code enforcement officer does not need to be going around spouting out that he gave the Mayor a letter.
Council: Thank you Cindy, we will look into this.

Larry: Trash supervisor, explained what happened (his version)
Discussion over what happened on September 3, 2020. Decision made that Mayor Dinsmore and Trustee Massey will meet with trash crew and resolve.
Mayor Dinsmore: Received photo with skid marks on road, was told that driver got upset and slammed on brakes. What is going on? Discussion over why an employee would drive trucks like that. Decision made that Mayor Dinsmore and Trustee Massy will meet in morning and talk with drivers.
Larry Robbins: I have worked here for four (4) years and the crew has never been this bad. John takes an extra hour. Levi moves slower than he should.
Council: Thanks Larry
Backhoe is down, 4 Rivers believes it is the shaft in the transmission. Discussion over age of backhoe and condition of backhoe. No decision made.
Trustee Massey: Would like to utilize Nick and Luis on Saturdays to change oil and grease trash trucks. Discussion over overtime on trash personnel. Motion to allow Nick and Luis service trash trucks on Saturdays made by Willis, 2nd Hijar, motion carried.
Clean-Up Days: Nick signed up to work on Friday all day and Saturday in the am. John signed up to work the afternoons on Saturday and Sunday. No discussion.
Patrick stated that the trailer is broken, the top is not connected to the base. Discussion over trailer and the welding/welder. Decision made that trailer should be welded and Nick is in charge in the shop.
Jeffery Matthews is complaining about us parking next to their shed. He stated that if we don’t stop, they will not allow us to park on their property. No discussion.
Chick from Colorado Rural Water called and stated he was having problems submitting our water numbers. He said that the Post Office and the Café’ should be listed as commercial not residential. No discussion.
Eve Bretschneider called and asked if we could run license plates for her. No discussion. Decision made that we can not run license plates.
Tracy Reece called about court and asked if we would drop charges. Discussion over charges on Tracy. Decision made that she currently has no charges to drop.
Sign for the park: Quote for one that has rules for $21.20 and Here’s Your Sign with just the hours for $20.00. Discussion over park closing. Motion to purchase sign from Here’s Your Sign made by Thibault, 2nd by Willis, motion carried.
Parking the trash trucks: Can we move them? Discussion over moving them or placing more cameras. No decision made.
Who has keys to what item. Discussion over number keys with employees. No decision made.
Has Luis been finding the shop unlocked on Saturdays still. No discussion. Answer: NO.
Sheila Henry from Rocky Ford Gazette: They are placing ads for the 4-H achievement celebration for $30.00, does the Disposal want to help. Discussion over 4-H Achievements. Decision made not this time.
Arbor Foundation sent a booklet of trees, with discounts on the purchase. Can Davida use the discount. Discussion over discount. Decision made that no, no one can use the discount.
Received response to the tax question. Mr. Vigil stated that the tax is for the purchase of medical marijuana not recreational. We do not have a business tax for the town. Discussion over tax rates and purposes. Decision made to have on the agenda for the workshop.
Received a bill from the Southeast Colorado Power Association for the telephone poll that our trash truck hit back in July. Discussion over cost and drivers. No decision made.
Bringing back to council attention: Email from Mr. Logan in regard to the Mill Levy tax. Are we wanting to do the election to keep the excess and be exempt from the 5.5% or reduce the property tax mill levy. Discussion over taxes. Decision made to add to workshop.
Motion to read only the changes in Ordinance 322 made by Massey, 2nd by Thibault, motion carried.

Roberts: Winwater sent another quote. Waiting to hear from Neptune.
Trying to find out if the meter reader is worth fixing.
Motion to accept bid from WinWater made by Schiro. Motion died.
Meter reader will need new batteries and transponders.
Well #1 runs 25 gallons a minute.
Well # 5 has the worst alkaline; but it pushes the best.
Broce come and check all the wells.
Re-drill well 1; need to contact county and state. Need a permit.
Motion to accept bid from Winwater for $11,368.88 to purchase meters for the wells made by Schiro, 2nd by Willis, motion carried.

Schiro: Been out to the cemetery trying to get all that in order.
Would like a lock placed on the hydrant to the west of the cemetery.
Roberts; Nick needs to read all meters in town even if no active.
Massey: No comment
Dinsmore: Joseph Rawski has a marijuana plant growing in front drive. Discussion over laws of marijuana plants. Decision made that he needs to get rid of plant.
Davida: When do you want to schedule the workshop. Discussion over workshop. Decision made to have workshop on October 7, 2020 at 6:00 pm.
Trustee Willis is going to meet with Mike Wilson tomorrow night at 6:00 pm.
Ginger Haskell is no longer allowed to enter the office; it is for employees only.
