REGULAR MEETING MINUTES
10/21/2020

CALL TO ORDER: 6:56 PM BY Mayor Nathanael Dinsmore

PLEDGE OF ALLEGIANCE: Led by Mayor Nathanael Dinsmore

ROLL CALL: Present – Hijar, Thibault, Roberts, Willis, Schiro, Massey, and Dinsmore

APPROVAL OF MINUTES: Motion to approve minutes dated 10/07/2020 made by Willis, 2nd by Roberts, motion carried.

Executive Session: For discussion of a personnel matter under C.R.S. Section 24-6-402(2)(f) and not involving: any specific employees who have requested discussion of the matter in open session; any member of this body or any elected official; the appointment of any person to fill an office of this body or of an elected official; or personnel policies that do not require the discussion of matters personal to particular employees.

REPORTS:
Davida: Night deposit bag from First National Bank requires contract, there is no charge. Discussion over using night deposit bag. Decision made that Davida can do a contract with First National Bank to use the Night Deposit Bags.
Credit Card Company: Tabled
Camera: Quotes for cameras for the trucks. Discussion over the quotes. Decision made to go to a less expensive brand of camera.
Luis broke the storm window at Jason Karle’s with a weed eater. No discussion.
Chamber of Commerce is having a scarecrow contest on October 30th, duel between towns and businesses. Discussion over joining the contest. Decision made that we should join the contest.
Joan called and stated that I need to charge Medina $150.00 for the removal of the tree from their land. Did someone contact the Medina’s and let them know their options. Discussion over tree. Decision made that Medina’s were contacted and they should be billed for the removal of tree.
Work Order for customer in La Junta, signed that the work was completed on September 24, 2020. The customer called yesterday(October 20, 2020) and is upset that he still does not have our service. He received service after the call came in yesterday. No discussion. Decision to change bill to date service began.
Two Applications for code enforcement. No discussion.
Received Complaint form for barking dogs from Sherri Martinez(attached). Discussion over dogs in Sugar City. Decision made to go through steps to get vicious dogs removed from area.
Sam Vigil (town attorney) emailed what we can do to remove vicious dogs. No discussion.

Nick: WinWater and Core & Main getting me prices for items needed for taps. Installing a tap there is a lot of running since we do not have parts in shop. Would like to purchase items for tap installation without having to run all over. Working on getting same items that Ordway has so we can share back and forth. Discussion over tap fees and materials required for new tap. Motion to change the cost of in-town tap fee to $1500.00 made by Willis, 2nd by Thibault, motion carried. Motion to give Nick a budget of $1000.00 to purchase materials needed for taps made by Willis, 2nd by Hijar, motion carried. Discussion over cleaning maintenance office and having supplies on hand for taps. No decision made.
Discussion over meter readings. Why multipliers have some that are 1.000 and some that are 10.000. Explained that Davida was told to change the 10.000 to 1.000 per previous council. Decision made that they will all go to 10.000.
Discussion over scheduling a workshop to go over prices and budget. Decision made that there will be a workshop on Wednesday, October 28th, 2020 at 7:00 pm.

OLD BUSINESS:
Wakefield- collection agencies can not do anything to collect on bills past the statute. Discussion over collections. Decision made to write-off accounts that are past the statute of limitations and keep a record of persons who owe money.
Caselle- other companies that offer the same services. Discussion over changing billing companies. Decision made to stay with current service.

NEW BUSINESS:Derek Inness: Here to offer to purchase the disposal company from the Town. Discussion over sell of no sell. Decision made that the trash helps carry the town.

Eve Bretschneider: Semi’s using jake brakes. Placing signs on either end of the town to stop them from using them. La Junta DOT stated we can do if we have a noise ordinance. Discussion over noise ordinance.
Stray Cats: have 1 live trap, at a stand still at this time. Doris Gunky has some, unsure is she can help with transportation or not. No discussion.
Roughly a week ago someone tried to break into my house, police did nothing about this. Wanted the town to know this is happening. No discussion.
Been watching the maintenance and Nick is doing a good job.

Perfecto Hijar: scheduled workshop

Tracy Reece: having issues with neighbor; dogs are aggressive, been close to biting, continually jumping on fence, leaning awfully close to dog run. At that time, he came back and put them in. Next day he told me he is not doing anything about his dogs. Discussion over what to do about the dog and owner. Decision made to issue a ticket.
Would like to have a variance to have an 8 ft fence. Discussion over variance. Decision made that Tracy will have to come in and redo variance paperwork.
Police in Crowley County will not do anything for me. Discussion over aggressive dogs and police force. No decision made.

Marijuana compost: Marijuana grows around here have stems that we can mix with dirt/cardboard. Going to contact MED to let us know if we need to use a 3rd party. Discussion over compost mix. Decision made to table till workshop.

Heather DeHerrera: Trunk or Treat: With COVID-19 on rise and 4th grade shut down with a 2-week quarantine. Discussion over cancelling or continuing with Trunk or Treat. Decision made to continue. Trustee Mike Thibault offered $25 for a prize. Discussion over if it should be cash or prize. Decision made that Mike would give the second-place prizes.

BILLS:  Motion to pay bills in the amount of $18,304.23 made by Willis, 2nd by Schiro, motion carried. Hijar opposing.

TRUSTEE COMMENT:

Hijar: No comment

Thibault: No comment

Roberts: The GPS system for the trash trucks is $209.94 to start and $94.97 a month. Discussion over GPS system. Decision made, Motion to purchase GPS system made by Roberts, 2nd by Thibault, motion carried.
Camera system to expand current system. Discussion over camera system. Decision made, Motion to purchase camera system at $379.99 made by Roberts, 2nd by Thibault, motion carried.

Willis: No comment

Schiro: Dump station out at the Sugar City landfill. Can not use that land till 2032.

Massey: Have the contract for Ordway and Town of Olney Springs. No discussion.

Dinsmore: No Comment

PUBLIC COMMENT:
Eve Bretschneider: Is the town having the annual Christmas Party? Discussion over Christmas and COVID. Decision made to see where COVID is at that time.
Letter to the sheriff for jake brakes. No discussion.
