08/04/2021

CALL TO ORDER: By Mayor Dinsmore at 6:52 PM

PLEDGE OF ALLEGIANCE: Led by Mayor Nathaniel Dinsmore

ROLL CALL: Present: Mayor Dinsmore, Mayor Pro- Tem Willis, Trustee Massey, Trustee Hijar, Trustee Schiro and Trustee Roberts,Town Clerk Julie Sandoval.  Trustee Paul absent.

Approval of minutes from 07/21/2021.

Motion by MPT Willis to approve the minutes for 07/21/2021.

Second by Trustee Roberts

REPORTS:

Clerk report by Julie Sandoval included discussing Juneteenth, some of the employees ask about getting paid for that holiday, the council discussed the holiday and it becomes a federal holiday two days before June 19th. The council agreed to pay out that holiday for the employees.

The price for Caselle was discussed and what UB Max would cost, and the council liked the idea of changing to a different utility company software.

Motion made by MPT Willis to purchase and change to UB Max and quick books to replace Caselle software.

Francis De Herrera bill was discussed, Ms. Sandoval informed the council that she wanted a refund she stated she was under the impression that she was paying tap fees not assessments and would like a refund. The town discussed her purchasing the house next to her as she would have to pay the bill that was left with the house. The council instructed Ms. Sandoval to find out if the house was legally in Mrs. De Herrera’s name.

Code Enforcement Officer Robert Tooker reported he received his badge.

Mr. Tooker announced he was almost done painting the railing in the front of the building.

Council stated the front of the building was looking good with the railing painted.

Mr. Tooker stated that the property at 210 Idaho mowed the property and has cleaned up the yard.

Mr. Tooker stated he ran the Mcneil kids back home the other night, they were out not far from home, and it was around curfew.

Mr. Tooker stated Joe Rawski had received a ticket for disorderly conduct. The council discussed Mr. Rawski and Tracy Reece have been taking advantage of the women in the office and their feud is getting out of control. The council discussed maybe needing to have them banned from coming into town hall.

Mr. Tooker discussed having a class for the council and office staff to learn to deal with verbal abuse from abusive customers. MPT Willis stated she knew some professionals that teach the verbal judo class, and she could find out if one of the people she knew could probably do a workshop to help stop the verbal abuse. Mayor Dinsmore mentioned calling the attorney to see about getting restraining orders on Joe Rawski and Tracy Reece.

Old Business: no old business was discussed.

New Business: no new business was brought up.

BILLS: $  9,507.46

MPT Willis made a motion to approve the bills in the amount of $ 9,507.46.

Second by Trustee Schiro

TRUSTEE COMMENTS:

Mayor Dinsmore addressed Trustee Roberts and Trustee Hijar concerning the trash. The mayor stated that since Trustee Roberts was more mechanically inclined and knew the shops that work on our trash trucks Trustee Roberts already has a good relationship with them that Trustee Roberts will oversee any work done with the Trash Trucks and all the maintenance needed will go through Trustee Roberts. Trustee Hijar will deal with the staff issues and communication.

Trustee Roberts stated he would like to get some valves for the wells, so they all have their own shut off and be able to isolate each well. Trustee Roberts stated that the valves are approxamintly 700 to 900 a piece. Trustee Roberts would like to have Steve from Win water come down and make a list of what we need to get the meters changed and the valves installed at the same time.

Trustee Roberts stated he has been trying to reach a gentleman named Dan Dereza in La junta concerning a well permit.

MPT Willis would like to find out as a municipality how far we can go back to collect on bills.

MPT Willis stated if dumpsters are not being paid on monthly, we need to pull the dumpsters out.

MPT Willis stated that Dave Parker is doing a great job, Trustee Massey agreed.

MPT Willis stated that Code Officer Mr. Tooker is doing a great job and she wants to sit down with Mr. Tooker and go through the court fines and fees and see who has not paid and bring them back to court.

MPT Willis would also like the late fees to be added back to the water and trash bills.

Trustee Roberts would like to purchase the old DVR from the town. MPT Willis would like to purchase the 2 old cameras from the town.

The council agreed to sale the old DVR to Trustee Roberts for 35.00 dollars and the 2 cameras to MPT Willis for 10.00 dollars.

Motion made by MPT Willis to purchase a new DVR and upgrade so we can get the cameras on the computer and not just the phones.

Trustee Schiro had no comments.

Trustee Massey stated he had been trying to reach the carport people and has not been able to get an answer on the carport for the park yet.

Motion made by Trustee Massey to purchase 2 new computers for the office at 300.00 dollars each a tower with no less than 500 gigs and 1 tb of memory, and to phone poll if the cost is any more than that.

Second by MPT Willis.

Motion Carries.

Trustee Massey mentioned that Angelina Adams was told that she was not to communicate with the sanitation employees, and he wants that fixed. He explained that Mrs. Adams is unable to do her job properly with no communication.

Trustee Roberts would like to make it mandatory that our sanitation drivers have a phone so they can be always reached. The council agreed. MPT Willis stated that Terry needs a good phone and case, and Fernando needs just a flip phone that is left at work at night to charge.

Trustee Massey would like to see Mr. Parker reimbursed for his phone because he uses his own phone for work stuff.

Motion made by Trustee Eric to purchase a flip phone for Fernando and reimburse Mr. Parker the cost of Fernando’s phone each month and purchase a good phone and case for Terry Short.

Motion made by Trustee Hijar to change Mr. Gills wages decrease by 2.00 dollars since he did not get his CDL license, and he stepped down as sanitation supervisor.

Public Comments

A woman in the audience questioned rather she could make a payment for a gentleman that she lives with and make it unanimous, so he doesn’t know that she paid on his bill. The council did not see any problems with that.

No other comments were discussed.

MPT Willis made a motion to adjourn the meeting at 8:10 PM

Trustee Roberts Seconded the motion.
